Xiph.Org Open Codecs - most complete implementation codecs for Windows and DirectShow. This includes decoders and encoders for all the Xiph.org formats as well as Annodex.
Seeking is disabled for Ogg Vorbis, Theora and Speex. WebM/VP8 is not supported, and, there are no arm assembly optimizations (theorarm) in this release.
